BlackBerry + carrier fees

I read a report that said BlackBerry may be about to cut its fees to carriers. Could this mean cheaper BlackBerry costs for consumers as well?

I don't really think there are going to be any reductions in the carrier fees since the rates of using Blackberry services is about to increase and I fear that it'll offset the reduced fees.
